Fixed navigation position

The position of the navigation bar switches depending on the height of the menu. This is especially apparent when comparing a page with and without menu.

This makes it annoying to do repeat presses since you need to move the cursor to the new location.

We should fix the nav position on the screen.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
